Dr. Frank W. Budd began his career as a police officer in Redlands, California, and then moved to Oceanside, California, where he worked as a patrol officer, detective assigned to juvenile, and a patrol sergeant. Following that, he shifted his career to college teaching, and taught at Michigan Technological University for one year. Moving to Central Arizona College and later to Yavapai College in Prescott, Arizona, he served as the Director of the Police Science Programs. From there, he moved to Riverside ( California) Community College where he spent 17 years, first as an instructor in the Administration of Justice program, and later as the Director of the Program, including the Riverside Sheriff’s Academy. Subsequent to those assignments, he served as Dean of Occupational Education, and then Vice President of Academic Services.
In 1991, Dr.Budd was named President of Salt Lake Community College, where he served for nearly 10 years.
His other assignments have included 8 years on the Utah POST Council, four of which were as Chair; 8 years as a Commissioner with Utah Alcohol Beverage Commission, including serving as Vice Chair.
In 2000, retired from Salt Lake Community College and moved to Weber State University as a Regent Professor of Criminal Justice.
He holds a B.A. from the University of Redlands, an M.S. from Brigham Young University, and a Ph.D. from the University of California at Riverside. He has also completed post-graduate work at Western State University School of Law.
